Dear friends and neighbors,

I am running for the House District 7A State Representative seat currently held by Rep. Tom Huntley for almost two decades. The Minnesota House of Representatives is a two year term. It is my belief the office was never intended to be a career held by a professional politician, but rather a temporary service to the community. Huntley has been in office too long. It is time for a fresh new perspective and an opportunity to have representation from both sides of the political aisle working together for our region.

The two most prevalent questions on the campaign trail are “Why do you want to run for office?” and “What makes you qualified?” The short answer to the first question relates to my belief that an individual can make a positive impact in their community and enrich the lives of others if one courageously participates in the process, dedicates time, energy, and resources, and stands up for a set of principles. I stand for the following:

Free enterprise and encouraging individual initiative have brought this nation opportunity, economic growth and prosperity.
Government must practice fiscal responsibility and allow individuals to keep more of the money they earn.
The proper role of government is to provide for the people only those critical functions that cannot be performed by individuals or private organizations, and that the best government is that which governs least.
The most effective, responsible and responsive government is government closest to the people.

I look forward to going to St. Paul to represent the interests of our area and to be part of making important policy decisions with these principles in mind. In order to reach our full economic potential in this region, we need policies that encourage free-market principles to spur job creation, support practical health care reform, and preserve individual freedoms.

I am a graduate of the University of Minnesota Duluth magna cum laude, business owner of Horton’s Gym, Inc., 12 year member of the Minnesota Army National Guard, veteran of Desert Shield/Storm, VFW and American Legion member, former talk radio host on KDAL, married with children, and active in the community. Currently, I serve on the Board of Governors for St. Louis Historical Society, Minnesota Humanities Center, and the Minnesota Excellence in Public Service.

Get to Know Carinda

Carinda Horton is a business woman, veteran of a foreign war, former talk-show host, and community leader who is running for State Representative in Minnesota’s House District 7A.

Born in Minnesota, Carinda is the eldest of two children. Her mother was the vocal opposite of her military father; which made for interesting dinner topics and gave her the ability to see both sides.

Carinda’s youth and understanding of the world was shaped by her experiences living in Washington D.C., Belgium, Alaska, Kansas, and Indiana. She also traveled extensively to over a dozen other countries.

She returned to Minnesota during her adolescence and attended Ordean Middle School in Duluth. Horton went on to East High School and the University of Minnesota Duluth, where she graduated Magna Cum Laude.

Horton joined the Minnesota National Guard 109th LEM Company at the age of 18. During her twelve years she was deployed to a combat zone during Operation Desert Storm. While in Saudi Arabia she was a heavy equipment operator and also provided security and support functions. She was one of six Minnesota National Guard members selected to represent the state in the Washington D.C. Victory Parade.

For the past ten years Carinda and her husband, Chuck, have owned and successfully operated Horton’s Gym in Duluth. In addition to overseeing their stable of professional boxers, some of Carinda’s other responsibilities include public relations, accounting, production management, and working directly with state commissions and regulatory agencies.

Breaking Down Barriers

During a campaign, it’s easy to be caught up in the “proper way” to act, what to say, how to say it, and so forth. I’ve lived such a full life with so many experiences that I’m at a point in my life where I’ve thrown out the “proper way” in exchange for just being myself. It’s easy for us to stereotype candidates by the short remarks and the so- called talking points. Over the course of the campaign, I would like to break down those barriers and get to know each other better.

Nothing to fear

I had some advice when I decided to run for office against a career politician: “Stay away from Health Care, your opponent is an expert in the area.” Really? Here’s something my close friends know about me: I’m not afraid to tackle any issue or fight for anyone. I’m also not going to sit back and watch when we clearly need practical health care reform. I look forward to the debate and encourage others who are knowledgeable in the subject matter to express their opinions to me. I will carry the message.

Where’s the common sense?

I was trying to find the best insurance rates for our family. When I was comparing the insurance companies I asked the agent on the phone “How do I know which health insurance company is getting the lowest price advantage since I would be responsible for the other 20% of the bill.” She replied, “ you don’t”. 20% of $100 is a lot different than 20% of $800. It reminds me of the days when we didn’t buy our airline tickets off the internet. One guy would pay $1200 for a ticket while the other guy next to him paid $200. At least when you stay in a hotel, you have an idea of what the room will cost based on the season and the amenities. There is no reason why the medical community can’t operate in a more user friendly way.

Show your price-tag. This isn’t a flea market.

Practical health care reform needs to be addressed. The fact that hospitals are having to negotiate their prices with insurances companies and being reimbursed far less than their cost by the government has created an unhealthy market for heath care products and services; forcing others to pick up the tab. If hospitals set the price and make their prices transparent to the patient this would allow for more competitive rates based on quality of care. As the health care billing system is set up now, one patient receives care for more cost than another based on who is making the payment rather than on the actual care. This makes absolutely no sense from a consumer stand point. The consumers of health care happen to be just about everyone at some point in their life.

The current reform legislation is putting a disinfected band-aid on a system that needs surgery.

Carinda believes in the limited role of the government to act in a sensible manner to protect the rights and privileges of the individual. She is running for a two year term to represent House District 7A of Duluth and to provide the region with a business friendly voice in St. Paul.

Economic Prosperity

It’s time to help our area reach its full potential.
Let’s try a new approach to economic development that will actually build a stronger community. Carinda Horton supports the following:

Reduce regulations, licensing, bureaucracy, and permits
Reform the tax code to make Minnesota competitive with surrounding states
Balance our State budget
Reduce the size of government and wasteful spending
Priority funding for infrastructure and public safety
Fiscal responsibility to the taxpayer
Eliminate taxes on investment and capital improvements

Practical Health Care Reform

There needs to be a practical approach to health care reform. Let’s not forget our friends and neighbors who are employed in some aspect of the health care and insurance industries. Federal mandates do not solve the core issues of this debate. Carinda Horton’s health care reforms include:

Transparent and consistent pricing set by the provider of care
Patient choice
Protection of patient-doctor confidentiality
Tax incentives to help make health insurance more affordable
Reduction of unnecessary mandates and bureaucracy
Reforming medical malpractice
Allowing the purchase of health insurance products across state lines

Preservation of Individual Freedom

Individuals should have sole control over their lives. Careful consideration of unintended consequences to individuals is extremely important with any new legislation. Carinda Horton strongly supports the following:

Personal property rights
Gun owner rights and the 2nd amendment
Pro-life advocacy
Individual’s right to secret ballot
School Choice and vouchers
